need to find souls of altmer and breton looked all over no luck

Bretons are frequently Bandit Hedge Wizards. Altmer are hostile Conjurors and Marauder Battlemages. There is a hostile enemy of every race, so there's no need to ever slash up friendly town folk. For more information, check the http://www.uesp.net/wiki/Oblivion:Oblivion

Wood elves are Bosmer -- if you've been to Skingrad, you've met Glarthir. That's what a Bosmer looks like.

High elves are Altmer, the tall elves with yellowish skin.

Dark elves are Dunmer, and they have grey skin with red eyes.

Imperials and Bretons look much alike, they're the basic caucasian people. You've been seeing Imperials since the beginning of the game.

If you just fight bandits, marauders, vampires, and necromancers, you'll encounter all of those races several times.

One of them is building a soul collection

I found 2 npc`s Ambroise canne (breton) and Angalsana (altmer) I cast the spell and killed them within 120 secs but nothing happened and I didn`t capure the souls Breton and Altmer are the only two I need for this quest , Help please?
PS don`t know how I managed to get the others

hermaeus mora wants you to read the wiki

Mora's Soul Trap is a bit finicky...check the http://www.uesp.net/wiki/Oblivion:Hermaeus_Mora section for more information and workarounds.

May I make a suggestion:

When I do this quest, I visit all the Daedric shrines. The worshippers there all represent all the races that you will ever need. Plus, and it's a big one, all these shrines are located in remote places. I've never had a guard come up to me, ever. And if you are a high enough level (seems to happen to me over level 30), there is one follower at the Hircine Shrine, who, upon you killing him, will have 500 Daedric arrows in his inventory.
