Comes on inside and during the night. And there is no color distortion with this one. But you do suffer a bit of motion blur when its active.

maybe you have it already:

Containers or some such with ALL DLC and vanilla items in them

I Use Icheat because every once in awhile something STUPID happens like I changed mod orders recently and a file cabnet upstairs removed my 11 assault rifles, mole rat teeth and TESLA CANNON stored there.

Well iCheat gone stupid, locking the game up when I called it to re-add my tesla cannon and during the process of fixing iCheat and trying to console my replacment cannot I was thinking:

How nice it might be just to go to a Cheat vault or something and just GRAB the game digested replacement gear ...

BTW ENJOYING Regulators, i had no idea there was so many criminal scum ghoul gangs about. Its also intriguing to discover a yet populated rogues hangout ahead of the misson. There is a certain group that will pay for each new discovery on the map.

I am making a 'Create-It' terminal that may have a few of the DLC items there for spawning. Mostly just the armor and weapons. That way you can make as many as you want.

Working Perks so far:
1) anolytical Mind - With the anolytical Mind perk, you are able to learn quicker and gain five more skill points every time you advance in level.
2) Femme/Macho Fatale - In combat, you do +20% damage against Humanoid opponents.
3a) Longer Days - With the Longer days perk, the hours between 6am and 9pm go by extra slow so you can do more during the day.
3b) Longer Nights - With the Longer nights perk, the hours between 6pm and 9am go by extra slow so you can do more during the night.
4) Night vision - With the Nightvision perk you can see much better inside and at night. (with no color loss)
5) Packer - With the Packer perk you are better able to pack and carry your gear. With each rank of this perk, you are able to carry an additional 200 pounds of equipment.
6) Speedy - With the Speedy perk you can travel much faster. With each rank of this perk, you gain an additional 20 percent speed increase.
7) Stealth Ninja - With the Stealth Ninja perk, you are able to blend in with your surroundings. With each rank of this perk, you gain an additional 5 percent chameleon ability.

I have also included 'Mastery' perks for when you bring your skills above 100 (and up to 250). The higher your skill, the better the Mastery perk for that skill you get.
1) Barter - The purchase price goes down by 2 percent per 5 points for every 5 points over 100 to a maximum of 70 percent with a skill of 250.
2) Big Guns - Big Guns do 2 percent more damage to targets for every 5 points over 100 to a maximum of 160 percent with a skill of 250.
3) Energy Weapons - Energy weapons do 2 percent more damage to targets for every 5 points over 100 to a maximum of 160 percent with a skill of 250.
4) Explosivis - Explosive weapons do 2 percent more damage to targets for every 5 points over 100 to a maximum of 160 percent with a skill of 250.
5) Medicine - Weapons do 2 percent more damage to Ghouls or Super Mutants for every 5 points over 100 to a maximum of 160 percent with a skill of 250.
6) Melee Weapons - Melee weapons do 2 percent more damage to targets for every 5 points over 100 to a maximum of 160 percent with a skill of 250.
7) Repair - Weapons do 5 percent more damage to robots for every 5 points over 100 to a maximum of 250 percent with a skill of 250.
8) Small Guns - Small Guns do 2 percent more damage to targets for every 5 points over 100 to a maximum of 160 percent with a skill of 250.
9) Sneak - Critical Hit Damage is increased by 2 percent to targets for every 5 points over 100 to a maximum of 160 percent with a skill of 250. You also gain 5 percent chameleon for every 25 points over 150.
10) Speech - Raises your SPECIAL stats by 1 to 3 points each.
11) Unarmed - Unarmed combat does 2 percent more damage to targets for every 5 points over 100 to a maximum of 160 percent with a skill of 250.
