First off, some of that stuff just doesn't work together. Phalanx and FWE: Followers Enhanced don't go together. You're missing a FWE-Ironsights Overhaul Kit module for Mart's Mod. RH_Ironsights plugins shouldn't be loaded at all with the Overhaul mod, IguanaMod is already in MMM, Enhanced Weather's plugin shouldn't be loaded with the Dynamic plugins, FWE is at version 6, so the Amy Wong - FWE 5 plugin needs to be looked at, and you reeeeeeally need to run BOSS on the list, as even the plugins with correct compatibility are giving each other problems with the current setup. Moreover, you should load the setup in Bash and make a Bashed Patch to deal with some of the stuff. Even just loading up in FO3Edit should give some idea of what's going wrong. Also, have you been using the Fomod creation style of installing mods, or just drag-dropping into Data?
Run BOSS on the list, then check the various mods' descriptions and sites for compatibility warnings. If that works fine, install and load Wrye Bash, then build a Bash Patch with at least Merge Patches, Import Npc Faces, Alias Mod Names, FormID LIsts, Leveled Lists and Race Records checked.
Point of note: the FWE - Overhaul Ironsights mod is still buggy. That should be the first removed-this comes from personal experience, the mod's concept is excellent, but the execution is as of yet incomplete.

I have listened to a lot of advice before about certain things I should or shouldn`t do. Some of this advice works, some of this advice just makes things worst.
After weeks of trial and error and much testing I have finally come across a combination that isn`t crashing every 5 minutes. Everything seems to work really well now and I`ve been running this game for 4 days now with only one crash per 3-4 hour session. In the recent past day i`ve had no crashes only the strnge problem which I mentioned earlier which has now resolved itself. Even the rain isn`t affecting it any more. All my texture problems have gone, my NPCs are working just as they should do, no problems (remember, I spent a LONG time trial and error testing). Strange how Follwers enhanced and Phalanx don`t go together since I don`t see any problems so far... and I`ve been using this a long while no probs that I can see.
Didn`t someone say one enhanced weather part of the mod can work with the dynamic weather mod?
The FWE Overhaul Ironsights Mod has given me no probs at all- I am getting all the 1st person shooting I need- I have not seen anything wrong except that of course some guns are not exactly true to life in how they work, but I can overlook that considering what a major realistic change this thing makes to my game! Really, I love this Mod too much to drop.
I won`t touch bash after my previous experience, but I may have a look at BOSS since I successfully ran that with Oblivion. However, like I said I spent a lot of time moving load orders and running acroos the wastland (NOT Fast Travelling) testing points where the game would consistently CTD, etc, etc.
I`m the kind of guy who stays with what works rather than what i`m told should work if all my testing is proving contrary. So I will stay with this until I see things start to go wrong (if they do). I really don`t want to mess around reaaranging things again just to watch crashes every 5 minutes start all over again. Also, I often see one person here say one combo is wrong then someone else pops up saying it`s ok... Contradictions. That`s why I ultimately test for myself. I use advice as advice, not as concrete that something will work for me.
But I appreciate your advice and will keep a watch on my game to see what happens.
ps. Forgot to say most of these were installed with FOMOD. Some were `drop in` manual installs. I used FO3 to masterupadte them all, although it didn`t indicate problems.
pps. Did you know that there`s an option NOT to use Follower`s Enhanced in FWE? I`ve just remembered that I have that FWE Followers disabled. This could explain why Phalanx works ok for me. Y` see, this is what I mean when I say one must test for himself.
