Better Cities does have options to turn stuff off IIRC, which I'm sure there are instructions for in its readme. Failing that, BC is performance intensive, and if you can't run it, you just plain can't run it, and there's not much you can do about that without a hardware upgrade.

If I Recall Correctly.

Just to note, I've got a 4650 mobility in my laptop, with a 2.0 GHz processor (which is the bottleneck for Oblivion for me, I've got very little in the way of graphics mods), and I'd never think of playing with Better Cities. While mobility cards are significantly worse than their desktop counterparts, I'm not surprised at the trouble you're having.

Dual core CPUs don't help as much as we'd all like when it comes to Oblivion, so you'd still have to go for a higher clock speed too. I'm not too familiar with hardware nowadays though.
