well i was playing my game i saw that it was always bright everywere i go in alyied caves its bright, outside at night its still bright.

Do you mean that the brightness has suddenly changed or that you have just started playing and find it very bright?

If the latter, then it is just the way oblivion is, since you play on PC, there are mods to address this.
