I'm sure werebears eat berries. The ES book "On Lycanthropy" says that the author found a few berries on a werewolf's stomach, meaning they aren't striclty carnivores and they can survive on berries. But the author incorrectly states that werewolves do not need to kill humans to survive. From both Bloodmoon and Daggerfall, werewolves get weaker if they do not kill a person. There could be some Daedric connection to this, as Hircine grants additional powers(Not speaking of completing quests) when you kill a person in Bloodmoon. As we know, Hircine is not only the Father of Manbeasts and the Hunt, but also the Sacrifice of Mortals, meaning his will includin hunting requires his children, his hounds, the werewolves or any ther Lycanthrope in general to make atleast a sacrifice of mortals. Then can they awake in the morning feeling healthy and refreshed. Similar to how some vampires go into a coma if they don't feed for a long time, like Rona Hassildor.

If implemented, you should have to do a series of quests for Hircine to gain control over it, then you should be able to use it like a power (only once a day). People could make mods to make it a spell that can be cast whenever though.
