Mods that change the interface make changes, add or remove the ini files that control the interface. Those mods if not installed correctly can cause all kinds of problems. The simplest way to fix it would be to uninstall the game and delete the oblivion folder (saves are stored in My Documents so don't worry about those). Also on my windows 7 computer I didn't install to program files because it caused problems for me (I installed it to c:\games)
Hope that helps.

Where did you get your mods? Most people get them from the TESNexus

TesNexus, TESAlliance and Planet Elder Scrolls are all reliable sites so long as you follow normal precautions. Planet Elder Scrolls IS free as well, you just have to find a discreet registration button.

You should read the http://cs.elderscrolls.com/constwiki/index.php/Oblivion_Mods_FAQ faq before modding your game. The stickied threads in this forum provide links to more download sites and modding tutorials.
