What's the cheapest program that lets me use sound libraries made for Halion and Kontakt players?

I think he was talking about samplers specifically. I know FL has one called DirectWave or something, but not sure how it holds up to the others. Kontakt is definitely the most popular one out there. There is also a free version with less features.
