You could try Streamline, though it auto adjusts your settings on the fly. I ended up taking it off cause it kept scaling my settings back too much, but I think you can customize it. I'd avoid heavy mods like OOO if possible, since all the scripts can be heavy on older CPUs. You could also try the Oblivion Stutter Remover and Oblivion Cell Purge (don't need this one if you have Streamline). They're all on TESNexus.

Try Quiet Feet too if you don't have a sound card and rely on onboard sound like I do. It can give you a bit more FPS in situations with a lot of animals/NPCs cause your CPU won't be doing footstep sounds. It can also help to disable music in your ini file, depending on if you want music or not.

EDIT: You can also just check here, plenty of help from installing mods to performance.

Hi,
I use the already mentioned OSR (Oblivion Stutter Remover), Streamline 3.1 (patched, with stream smooth off), Quiet feet MAX.

I also use Low low ploy grass, Reduced_Distant_Land_Textures_MAX_1_1 & Optimised_Distant_Land_MAX_1_1.

All on the nexus.

You may want to check this out :

Thanks Ghost and wastedUk, just gonna grab all those mods and test out how high or low my FPS is. Just hoping to get it up to a 20 minimum so i can play the game normally. Thanks!

Also make sure you get the PyFFI utility and optimize all your meshes. It will require a bit of work on your part but the performance gain will be worth it. I gained 5-10 FPS using that one.
