I just want it to run on medium quality decent or even low. My computer cant be this bad, so is there a mod to make it run better and increase my fps.

Ah, that Dell laptop has a 2.1 ghz Pentium dual core (not a core 2), 3 gigs of ram and an X4500 integrated intel chipset. It's going to be tough work to get it to run well.

Looks like the laptop doesn't have decent (i.e., dedicated, generally speaking) graphics power.

Hopefully, you'll be able to run Oblivion. If so, it will most likely have to be at low settings. Or, alternatively, you could try Oldblivion, which can - from what I've seen - look nicer than low settings in standard Oblivion, but is even less demanding of hardware.

Intel graphics usually has this problem. It's not built for gaming, when you get down to it.

You could try the mod called 'Streamline', but with your hardware it may not do much. To be frank, you're lucky the game runs at all. That computer is made more for business than gaming.

Yes it can be that bad. There's only so much you can do with an Intel integrated video chip. They weren't designed for games, especially a graphically demanding one like Oblivion. If you really want the game to play well, you need to get a desktop model with a decent graphics card.

Eh I hate desktops, I plan to get the Asus G73H soon.

That will be more than fine:)
