I've joined the BoS but how do i get them to join a truce or ceasefire with the NCR? i thought i read there was a quest for it, but i can't find out how or where to start it.

You have to do all of the BOS quests and join up as a paladin then you have to do all of the quests for the NCR right up to the quest that commands you to go and wipe out the BOS. That is when you can do the alliance.
