Is it true that if you manually 'save' an esp in the CS, then that save becomes the last mod/esp in the load order?

I have heard this a few times but some have argued over whether this is true or not. So, is it?

I would have to say YES and No. reason is while when you save It usualy becomes the newest save or update. but if you say in Wyre bash mark something as load last then that is where the confict of information comes in also you can manually later readjust the LO using OBMM or use BOSS to adjust ontop of wyrebash.
