From the http://www.gamesas.com/index.php?/topic/1098740-relz-wrye-bash-thread-45/:
nstallation: First time installation is still a little difficult, but later updates are easy (just unzip latest version into Oblivion directory). However, for first time installation you have to preinstall two other packages and then (sometimes) tweak a shortcut. You can't just download and press the pretty buttons -- you have to follow the readme instructions. If you have followed the instructions and still have problems, post the bugdump. If you've havent followed the instructions and whine that it won't work without posting the bugdump, Wrye will bite your fingers off (it's a monkey thing). Otherwise he's quite helpful.

another way to put it is copy the mopy folder and data folder to the Oblivion directory and when asked overwrite. Both ways are the same just in different words.

Let me just add to this by saying that, if you're upgrading from 275, I'm guessing your Python hasn't been updated in a while either. There is much to gain from going to 2.6. Everything you need to know is really well documented. I know that's not always true, but for Wrye Bash it is. The link wastedUK gave you is excellent. If you read it, and read the information contained in the links in the thread, you will be in good shape!

EDIT: Clarity
