possible problem with a mod

Can somebody help me out? I did a google search on the character/ characters I'm having trouble with and Bananasplit's Better Cities which I'm using was the only one that came up in the search. So here's my problem, I'm in the IC market district and all of a sudden the two guards run off and start attacking somebody. I get up to the fight and see three of them aren't wearing IC armor. The guards kill them then turn on each other and fight until only one remains. I go look and the only three with names are Knight commander Percy of Kynarth, Audens Avidius, and Kivel Velvin. When I did the google search for the names the only one that came up was Knight Commander Percy. It sounds like other people have had a problem with him but a quick search of the thread didn't show any fixes. Anybody hear of this problem and know how to fix it?

I have not heard of that problem But in the vanilla oblivion (no Mods) I always had foresters shooting at each other then when they went near another guard they would be attacked. Never did figure out what it was all about. Now if you want to know what mods add a character find Refscope on the forums or tesnexus and DL it and install it and it will give you Most of the information about anything in the Oblivion game Modded or otherwise including what mod added is form ID and so on.

I know Audens Avidius is part of the Imperial Corruption quest But I haven't figured out where the others came from or who is setting off the guards and making them attack.

I believe http://tesnexus.com/downloads/file.php?id=16704 will tell you what mod added them. Are you using any mods that might change guard behavior?

I had a very similar problem on an entirely unmodded, officially-patched-up-to-date game. The culprits in my case were two Mythic Dawn agents who saw me, pulled their weapons, and proceeded to hack away at nearby civilians. The guards rushed to stop them, but after the two hooligans were bleeding on the floor, the guards proceeded to turn and fight each other. I watched the reinforcements pour in for a while and looted the corpses of the fallen until it stopped being interesting, then reloaded and killed the sleeper agents quickly enough that the guards didn't spaz out. That worked for me. But yeah, this is actually a bug in the Vanilla game itself.

One possible reason Not 100% sure though is they may have hit a civ or each other by accident if that is the case then they would attack each other. The only reason this comes to mind is if guards ever help me and I accidently attack them then they return the favor. That is the only Thing I can think as a reason.

The folk from Better Cities have tried to find and fix what's going on with him, apparently has been a problem for quite some time. One problem seems to be that it is inconsistent, sometimes he seems fine, then suddenly runs off and goes mad, and it's hard to pin the problem down to anything specific.

I don't know if they have had any luck with it yet. Apparently not if you are using the latest version of better Cities. I suggest reporting your problem in the http://www.gamesas.com/index.php?/topic/1093401-relz-bananasplits-better-cities-thread-34/page__st__60.

I do have FormID finder, next time I get a chance to play and if it happens I'll make sure to figure out where he comes from. The strange thing is it's also happened with the guy from the Imperial corruption quest.

Question, If the guards kill somebody and that person or the guards die are they gone for good or do they respawn after several days?

In general, an NPC stays dead, but the guards respawn. Named guards are NPCs for this purpose, but many of those are essential most of the time and won't get killed.

Major problems arise if two essential characters get into a fight with each other, because they're likely to svck in allies who aren't essential, and those will eventually die. It's usually best to quit and reload if that starts to happen.
