I think one of the fan interviews said something to the gist of being able to use the old geck, with some new GECK updates (available at launch). Lemme find a quote.

EDIT: gotcha
Will the Fallout: New Vegas Version of the GECK ship with the game, or be downloadable on release?

JS: Yes. In addition to the normal GECK functionality F3 modders have come to expect, the F:NV GECK will allow modification of ammo lists, ammo subtypes, the hardcoe "basic needs" rates, and a lot of the other new bits of data we have added. It will also contain the F:NV dialogue editor, which can be used with or without the standard F3 dialogue editor.

To the best of my knowledge, the New Vegas GECK editor will be included with the game itself.

I can't wait to see some of the new features! I'm still figuring out the current GECK.

I do wonder what they mean by new dialogue editor...

OMG YESS!! A new dialogue editor!!! Not only was the old one cumbersome, but it would also crash my computer, meaning that I can never make mods that require new dialogue. :'(

An editor has been confirmed. What is not known is when it will release. We have had the editors availible before the game release, and we have had them soon after, and on the disk with the game.

Here's the second half of answers for our New Vegas fan interview.

So, it reads like it will be both download and with the game, but it remains to be seen if we can download it early or after release or day of.

Can one assume the NV GECK will be backwards compatible with FO3 content?

I'd say officially it isn't, due to Bethesda's standing policy against using assets from one game in another. But on the other hand there'll be little variation in the format of the assets themselves, so they'll probably work fine if you want to use them for a personal (as in, non-distributable) mod.

It will not be backwards compatible. In addition to numerous changes in how it works, there is no doubt scripting changes and kernel changes and engine changes that would make loading a Fallout 3 Bsa, if it is even allowed, impossible.

Also, and this is very important, resources from Fallout 3 can not be used in mods for New Vegas. Period.

Only files that are in the included BSAs, any new content released by Obsidian (not saying there will be, but if there is any) can be used.

Unless Bethesda states a policy change, this is the way it has been with every game they make an editor for, no content from other games can be used in their game. This does not mean someone could not model something and create it from scratch to look like something else from another game, like new weapons, but that is original content by the modder, and that's OK. I think there are some mods that bring in some Fallout 2 weapons into the game with new meshes and textures, just using the existing animations and models. Since they are created from scratch, those mods are allowed even though they are an homage to another game.

The Geck had huge possibilities, but many bugs on the Worldspace creation. I hope this new geck is reliable in this way, because there are not a lot of mods with new lands. I love doing new places, and hope other modders will try also...
