Slight issue with Francesco's mod

I tried my best to find answers with Google and even searched several forums, but I've had little luck in finding answers. Basically, my problem is this: I recently put my Oblivion GotY back on and am modding it. I've reached Francesco's mod and it says it couldn't detect Shivering Isles, yet I clearly have it and even Wrye Bash confirms that I do (Oblivion.esm [SI]), but Fran's mod insists that it isn't there. If I go to "install it anyway", I don't get any of the mod's plugins, so it ends up not even working. If anybody knows how I can fix this, I'd appreciate your input.

Is Oblivion.esm in the right place (ie the data files folder)?

Do you have the DLCShiveringIsles.esp file in your load order, loaded? It's rather important that you do, otherwise the BSA's won't normally load, and some mods use that file to check if you have SI installed. Even if it's completely empty.

Yes, Oblivion.esm is in Data and DLCShiveringIsles.esp is in my load order and is checked. I can't see any reason why it wouldn't be detected.
