Lt. Hayes after the raid on NCRCF.

Does his location move or is my game glitched? The Sgt. who accompanied me on the raid told me to see him in Primm, but now there is only a trooper in his tent who also tells me I should speak with him. The other Sgt. that patrolled outside the tents also disappeared after I exited Lt. Hayes tent. Is my game eating NPCs?

What waypoint is it giving you? You said "Primm" so maybe he's in Primm proper.

That's the problem, the quest "I fought the law" ended at NCRCF, I should have mentioned that. The Sgt, gave me no reward, and I was hoping Hayes would. I've checked the casino, trading post and hotel to no avail. There is a new Sgt. in the Sheriffs office, but no Hayes. The deputies house and the settler housing are all I haven't checked, because the doors have red text.

I'm on the PS3 if that helps.

How disappointing, only 5 or so quests in and already a major bug. This is oh so reminiscent of early skills being broken in alpha protocol. Obsidian doesn't have very thorough playtesters... At least catch the early game bugs, yeeesh...

I'm going to use console commands to see if I can find LT Haze. I've noticed the game will crash if I try to load from inside Hayes tent after he dissapears- maybe NPC was supposed to move in an earlier version of the quest but the left in the "disable" npc command portion of the script but removed the "enable" portion (disable followed by enable is a quick way to reset an NPC's AI to make sure they go where they should). Sadly if you accidently cut off the second part of that... you get a vanishing quest NPC.

Actually, he just gets reassigned since you've done his job for him, though I cannot recall where exactly he moves to next... he did the same thing to me.

same thing happened to me but i found him on a path that I found through the Vale area, he was surrounded by radscorpians. I managed to talk to him but he had nothing new to say than before. still haven't managed to save him.

On a similar topic... has anyone been able to install Meyers as the Primm sheriff after clearing out the Powder Gangers in the "I fought the Law" quest? Whenever I talk to him now, I get the same response about NCR cleaning up the prison, and can't talk to him about being mayor... I really don't want to go back like 5 hours of game time to my save before I finished off the "I fought the Law" quest. :(

He means doing it after helping NCR take back the prison. It would be nice if the dialog post-recapture emphasized this but part of the reason he even had a chance to be pardoned to be sherif was because he was effectively already free. I think one of the dialog options you get for convincing them to pardon him was something to the effect of "How is this worse than what's going on now."

Once they retake the prison the immediate threat to the town of primm is reduced (assuming you cleared out the bison which you have to do first anyways) and they also have those troops they had been using to hold back the powder gangers suddenly free to do the authoritarian occupation style of policing that they do in much of the mojave.

Really- Primm Slimm is your best choice in terms of being a "good" sheriff. I mean the convict's inaugural speach was really just a him threatening to shoot people. So what if the robot forgot the name of the town in his speach... and can be hacked by Vicki and Vance impersonators... sadly he's still the best option.

Anyways Lee tells you to talk to Hayes after you have secured the prison and killed the leaders- by then he has already started trecking out towards the middle of rad-scorpian infested nowhere (maybe forlorn hope) and you'll be lucky to catch him or even find his body if you're not quick.

But yeah in the same completion of that sequence of quests I have the radio announcer playing the "you failed" track and the wandering idiot lieutenant saying how obvious it was we succeeded. Maybe Primm and the nearby prison are going to be our reminder of Gecko/Vault City in that sense- doing all the things for one particular resolution but having the game partly acting as though they were not done. Hopefully the ending slides are right at least, but hey at least there are ending slides.

On an odd note for this Primm Sheriff quest, I found a protectron in the Casino there who could be "reprogrammed".
Since I did not like the idea of a trigger happy Sheriff, the NCR prisoner, or having the NCR eat up Primm, I reprogrammed the protectron to be the new Sheriff.
The new Sheriff immediately fired the cowardly deputy.

after meyers accepts the offer to become sherriff, he relocates to Primm. But you need to go further south to Mojave outpost and speak with Knight(NCR Officer) and get Meyers a pardon. It costs 200 caps.
