So here is a list of Enemies that are level 20 or higher for all those wondering why these things are killing them so quickly:

NCR:
NCR Heavy Trooper - LvL 33
NCR Veteran Ranger - LvL 21

Caesar:
Legionary Assassin - LvL 20
Prime Decanus - LvL 20

Beasts:
Legendary Cazador - LvL 25 (Regular Cazador is LvL 18)
Blind Deathclaw - LvL 20
Deathclaw - LvL 20
Legendary Deathclaw - LvL 30
Legendary Fire Gecko - LvL 25


For those of you wondering why you're dieing so quickly here's why.

I know that these definitely aren't level 20+, but giant rad scorpions are definitely one of the reasons I died a lot when I was a bit lower as well. They take forever to die, their damage threshold is just so huge! I still have problems with them and I'm a level 24 with a Gauss Rifle and 100 energy weapons.

These stats are straight out of the guide. I know 'cause I've got it.

He means Giant Radscorps aren't level 20 + .

Level 20 Legionary Assassins only refer to the Vexillarius kind. Praetorians are 15, Primes and Veterans are 10, Recruits are 5. They're sent based on your level (so you're not forced to fight people with shishkebabs and 12.7mm pistols at level 8 or something).
