Can be found in Mick & Ralph's. It can be acquired after you get the Omerta's to buy guns from Mick and Ralphs from Freeside, Return to Freeside and Talk to Mick about what the Omerta's said. You can also use player.additem 0011BACB 1 in the console if you have done something to spoil this plan. After using the command, talk to Mick to use the Pimp Boy.

I myself haven't gotten it yet (thanks for posting Matchu24) but I know that the Omertas operate in the Gmorrah.

It just looks Pimped out is all. They have a picture on the wikia

Can you switch to the original if you want or are you stuck with the 3 billion once you get it?
