I am wondering if Fallout New Vegas will have a midnight release time or 10:00 pm release time and does your area affect this?

Midnight releases are generally dictated by the stores that want to do them... Best thing you could do is contact the local electronics shop that you want to buy the game from and see if they will be offering a midnight release.
