I recently have been wondering if anyone out there has deciphered two text from morrowind. orders for bival teneran and treasury report. has anyone broken the code yet or is it really just nothing?

No, neither have been translated yet, at least not at the elderscrolls wiki.

I'm really not sure if they really are coded, trying would probably take a lot of time, but I never really tried.
It'll be nice to know if anybody has the answer though...
