1)I see this screen , and there under enemyhealths bar are its health in number, how can i achieve this ? is this some mod or via ini ? please help

my living anatomy skill is obtained about 10lev and give 20+damage for insect , i have awarness on lev. 2 but it only show health when in vats. and on that image it shows HP /DT just in nomral mode.
