Fart control like in Oddworld.

I'm guessing it would fall under the Sneak skill, right? :)

Anything that says, in al the newfangled revamping of the combat system, that they haven't forgotten the noble art of fighting with your bare hands.

Uhhh lets see, cool ES5 perks......

Fist of Stone: Grants extra damage with unarmed skill and gives a chance for a concussive strike that knocks out an opponent for 10 seconds.

There is a perk that is similar to your silent steps perk idea in SR.

Another great thing about going with Perks is moddabilty. Look at all the perk mods for the Fallouts. I am so happy about them using perks in SR, not only do I think the system is the best yet, it will be great for modders, its depth could get quite absurd with a few hundred extra perks.

Fastest in Skyrim- Athletics skill increases by 15 and can increase faster, sprint for an extra 5 seconds.

Barbarian- 10% Damage increase to enemies when using axes.

Well Rounded- All skills increase by 5.

The Merchant of Tamriel- Barter & Enchantment skills increase by 10.

Staff of Chaos- Double Damage to enemies when using staves.

No Justice- Fines reduce by 30%.

All very awesome perks you may be thinking, and it would be nice if Bethesda put at least one of these in Skyrim.
