Bump Maps

As I understand it, Bump Maps are used to give the nif a more "wet glossy" look while bumping the base texture with a designated Bump Map Image. Oblivion Nifs are cabable of having Glow Maps to them, and since Bump Map is an option that falls under the same process as adding a Glow Map, it should only be logical that they are supported as well. But when I add a bump map to a Nif, it shows no change in-game or in Nifskope. I tried the same with Detail Maps; just a greyscale image of the base texture to add depth to the base texture. It worked but only in Nifskope when the textures were not in the Oblivion Directory. Does Oblivion support Bump Maps? If so then what is the correct way of implementing these features to exsisting nifs ingame.
