Possibly. I'm only speculating on what we've been given, but part of that was about "dungeons" (I don't know if that's as in some, most, or all) setting their levels the first time you visit them. It was mentioned in the context of Radiant Story setting up random quests and "picking a nearby dungeon that you haven't visited yet" so as to have the quest leveled appropriately.
That said, I'd think your concept is correct "if" it's all dungeons that do this, and "if" indeed they lock in a level relative to yours on first visit. :shrug:

I think (if I remember correctly) that they said that dungeons lock at a level based on your level not at your level. So dungeon have a pre-programmed level range say between 20-30, if you enter at level 1 the dungeon looks at you level and matches it as closely as possible, so in this case 20. If you came to this dungeon later say level 25 it would lock at 25, if you came at level 30 or above it would lock at 30.
In terms of glitches I like having them in. Things like money exploits can be fun for re playability. Sometimes I like to RP a character from a wealthy background for example. I think like a lot of things that that seem to split opinion, glitches are optional if you don't want them don't use them! There not normally things that are easy to find! You'd have to actively look for them, people just need to show a little will power.
