i believe what differentiates playable races vs. beast is that races have a human like body, dragons don't look anything like that.

Yes. You will get to play as a dragon, who can ride dragons as he slays dragons while using his spear gun.

I think it would be kinda fun to be a dragon and swoop down and bring fiery destruction on Skyrim.

But the 10 playable races are same as in Oblivion and Morrowind.

This sounds like a job for the modding community!

I could see it being a reward for doing a some really hard and insane meta achievement if you were able to play as a dragon.

Why is this such a bad idea? You would be able to fly anywhere and kill anything and have air to air combat with other dragons. If they did this it would be the best game ever.
