Intelligence is not a skill; you cannot 'train' in it. You can only permanently increase your stats by leveling up*, and you can only level up by training your Primary, Major, Minor skills. For the mage's guild, the skills you need are Destruction, Thaumaturgy, Alteration, Illusion, Restoration, and Mysticism. If you're not already eligible to join the guild, all the quests in the world won't help you to get in-- though they never hurt, and you will have a head start on reputation points once you do join, so by all means keep running those errands. To train you need to either shell out at a temple, or practice the spells you already have. Practice, practice. It takes at least ten to fifteen successful castings to raise a magic skill by one point! You need a minimum of one magic skill at 22 points to join the guild.
Which begs the question, if you want to join so much, why are your starting magic skills so low? Just picking one of the skills I mentioned above as a Primary or Major skill should have bumped it into the range for already being eligible to join from the start. You might want to consider starting over with a character better suited for magic, if that's your goal in the game...
