Magic skills are among the easiest to raise simply because you can make little practice spells and cast them over and over. So, even if you leave Destruction as a misc. skill, you can raise it up with a practice spell if you are patient. It's been a while since I played it, but I think a spell that damages fatigue at range for the lowest possible amount.. cast it at a wall over and over.

Might want to make stealth a primary or major skill. As long as you don't run around in dungeons it'll build up over time. Eventually, you'll come up on monsters facing the other way and you'll be able to blast them before they know you're there.

A ridicolously powerful mage build: pretty much anything that can be called mage, just take Spell Absorption General as an advantage. The whole game will be a pushover then. I use that kind of character to experiment how powerful can I possibly be. I've created several enchanted items that jack up skills, this way I can raise my skills above 100. With a magic skill above 100 the game pretty much gets all confused, so it reduces the magicka cost of all the spells in that particular spell school to 5. I've created a shield spell that can absorb 200 damage and destruction spells which do about 450 damage. And it's still not over. I'm planning on jacking Restoration up that way so I can make a spell that will fortify my health to a retardedly high amount. And I want Illusion, as well, in order to be able to make myself invisible for a very long amount of time.
At the beginning you won't be that powerful, of course, but you can still spam Fireballs, if you are in a tight situation. Problem is, that you will have to waste a lot of magicka on Heal, so better not rely on spells first, but after a time you can just fire away(or lightning, cold or poison away... your choice).
Of course, I don't recommend playing like this because the game is too easy this way. Although I do find it fun. Ancient Liches zooming towards me, than dieing in one hit; Daedra Lords laughing and BAM a slew of Ice Stroms up his ass; Ancient Vampires doing that "HOOO" sound, coming in from different dircetions, then you cast your most powerful Destruction spell like 10 times in all directions and they're all dead meat; stuff like that. And yes, I have too much time on my hands. Can't help it, summer is a glorious season for a nerd, like myself...

Of course adding lycanthropy to that mix makes things even easier. You get normal weapon resistance, so the guards won't hurt you anymore. I don't even have to lift my magic flinging finger to kill Liches, they kill themselves with their own spells targeted at me. The only way for me to die is to be exhausted at the wrong place.

Ack! Why has nobody given the #1 most important thing?

Make sure you take the Increased Magery 3x INT in Spell Points special advantage!

Also, make sure you play with the spell maker; you can always make better spells than the canned ones you can buy.
