Repair Overhaul

Greetings, all. I'm looking to mod the way repairing is handled in the game. I don't know if a mod is already available that does this. If not, I'd like to learn how I could do something like this myself.

Would it be an issue to remove all repair hammers from the game? That would pretty much make the armorer skill useless, but I'd like for it to be necessary to visit a blacksmith instead. It makes no sense that you can pound away at your weapons and armor with a hammer in the middle of nowhere and have them be good as new. You'd need some amount of heat treatment.

Or I might have it where one can only repair an item up to 50-60% of full heath with a hammer.

So, any ideas on a simple way to do this? I'd like to keep it simple, since I'm not very experienced with scripting or anything. I mostly just use TES4Edit to make easy changes to settings when I make little mods like this.

There was a mod I heard of that did something like this. It was called useful homes or something. The idea was you could only repare something up to 60% or so yourself without being in a home with proper equipment.

If I decide to remove all hammers from the game, how would I go about doing that?

Just delete the repair hamer item from the item list. Boom. It's gone.

Would be a good idea to keep track of http://www.gamesas.com/index.php?/topic/1104009-wipz-bfgs-item-health-affects-enchantments-cant-wear-broken-equipment/, which will eventually include a repair overhaul + already includes more reasons why you need to repair your stuff.
