It's discontinued and will never be brought into production. Ever. Doesn't seem to stop these threads though.

The game was originally being developed by http://www.climixgroup.com/, but it is no longer listed anywhere on their site (that I can see) and they http://www.gamedaily.com/articles/features/climix-shutters-santa-monica-studio/70089/?biz=1.

I think we can safely assume that it's dead.
