When dragons attack

Does anyone else think it might be problamtic when a dragon does one of these random attacks, esspecially when in a city, that civilians will be caught in the crossfire. Eventually if you play the game long enough wouldn't towns become empty.

Not if they're smart enough to hide in their homes. And guards will probably be nameless again, so they'll just respawn after a while.
C'mon, you really think Beth didn't take this into consideration?

Would be kinda funny though, losing a whole town to Dragons during your play-through.

Honestly, I couldn't care less. If you don't want it to happen, you should do something about it. If people know you are the dragon born and you don't do anything about it, people all over should start hating you too. Your life would really start to svck.

PC approaches a city, restarting the spawn sequence.

1. Dragon sighted.
2. City watch raises the alarm.
3. Townspeople run inside and hide
4. Nameless NPCs such as guards and such stay outside to give the sense the city is under attack.
5. The gaurds suffer large loses, but typically have just enough manpower to drive the dragon off (not kill it) without the PC's help.
6. non-generic NPCs come out of hiding and assess the damage, clean up and return to life with maybe a few new lines of dialog for a few days.
