I used an alternate start mod to start as a homeless person in a cave. This appears to have made shivering isles not start, and I am unable to buy non quest houses the usual way. Is there any console command I can use to start the Shivering Isles quest? Is there any console command to get the lady in the Imperial City market district to offer me the centrally convenient shack?

I'm using Fran's and all the DLCs but otherwise normal Oblivion except the alternate start.
