My opinion: considering what the Enantiomorph is and the fact that he and Tiber Septim were involved in it, I'd say he was Elven to Tiber's Mannishness.

Now that you mention it, his name sounds more Merish than Imperial.

Apparently he's like Mankar Camoran in that his mother is a Bosmer, but I don't know where I read that. I think it was on here.

Technically Imperials weren't around just yet in Daggerfall, with Redguard first establishing the Colovians.

I've always assumed that Zurin Arctus was a mer by his name, although his name also reminds me of the Protoss. :rofl:
