Female texture on a male. Quite common with Khajiit due to a weakness in the original Oblivion.esm different body mods took into account differently.
By default both male and female Khajiit are using the same texture file for feet, the male one "Khajiit/male/footmale.dds". This of course now kills body mods which are using the foot slot for full-body coverage, so some of them come with an ESP to rectify it, again in different ways.

Most likely it's again a combination of Robert's Male bodies and a female one of the Exnem family plus another plugin with different racial settings messing it up. The Exnem(-based) body mods don't come with an ESP and replace the "male" Khajiit foot texture with their "female" full-body texture. Robert's Male compensated this by using "Khajiit/male/RTfootmale.dds" for the foot slot instead. Now if this change for whatever cause doesn't survive your load order, gets overridden or reverted, you'll end up with a male Khajiit body covered by an Exnem texture, which of course doesn't fit.

Since you have not included your load list then I will have to ask do you use roberts male body. If so then I would look at that as the possible cause.

Yes. I ran into the same thing once with Robert's. I figured I could get away with not using the .esp file since the textures were only replacing the default ones anyway. I was wrong.

lol you nailed that one.... im running roberts male v5 variant http://www.tesnexus.com/downloads/file.php?id=32765, hgec, and natural faces

so what would be the best order of installation and and override?

It's just a matter of racial settings. Installation order doesn't matter much here, as those mods don't replace each other's files (provided the V5 Variant package doesn't contain wrong Khajiit textures or wrong settings in an ESP, as I can't take a look into this .omod to figure it out).

The key is to have the right racial settings for Khajiit in the end. I don't know if the package of HGEC you're using contained any ESPs, nor the Natural Faces one, but for Robert's Male Khajiit one is vital.
If there are more than 1 ESPs with possibly conflicting settings for Khajiit you'll either need a compatibility patch or Wrye Bash's "bashed patch" correctly configured (my personal preference). Luckily nowadays B.O.S.S. provides the proper "bash tags" for most plugins automatically while properly sorting your load order, so there's not much to explain or to instruct anymore.

Make sure your Robert's Male "does" have one, and it's not overridden by another plugin loading later.
The texture settings from Robert's Male bodies do not apply in your case, so there must be something reverting them.
