I would want to grow up in Vos if not Tel Vos. Tel Vos is safe, has important people, and decent services. Concern of safety aside, I'd have to pick Balmora or Seyda Neen. Balmora's river looks awesome for swimming in.

I'd like to grow up in Chorrol or Skingrad, safe, reasonably prosperous, no falling rocks to destroy my homeland and allow talking lizards to come in and slaughter me and my family, there are plenty of employment opportunities and it's close enough to the Imperial City to be important but far away enough to be safe from attack. Plus the Skingrad guards have better uniforms.
