In Morrowind, his shrine was ruined and no-one seemed to care. It was left up to Orcs to rebuild it.
Why would they (Orcs) help Boethiah, didn't he do the unspeakable to Trinimac?
Rather than left to Orcs to rebuild it, it seemed more along the lines of the person who was available and could do it was an Orc.
But just because Boethiah ate Triminac doesn't mean no Orc will ever serve him, some probably don't care much about those stories, if they believe them at all (or even know of them.), as has been said, the sculptor was probably more interested in building a statue than theology and creation myths.
As to Hircine, I don't get the impression that he favors any specific race, and I don't see any reason he should, it's not as if only certain races can be hunters, and he doesn't seem to have any known ties to any race that I know of. Even if some lifestyles do lend themselves more towards hunting then others, I'm sure all hunters will do fine for Hircine.
