There is a popular registry hack for Vista and 7 called "Take Ownership," that adds an option in the right-click context menu called "take ownership." If you select your morrowind.ini file, right click, select "take ownership," you will then be able to edit the file normally in your text editor. But there is another solution: Fraps. It's free, and will happily display the FPS of any game you run (it actually works for anything that's hardware accelerated, so the new beta of IE9 has a Fraps display for me). It will also take screeshots and video for you (although the free version includes a watermark in the videos). Most of the computer gaming mags use Fraps for official FPS measurements. That way, you don't have to worry about running this or that as administrator (although some older games do require it), or modifying the contents of the ini file. Just a suggestion.
