In my modding project, http://www.gamesas.com/bgsforums/index.php?showtopic=1038866&hl=, I have module that puts more lore in the nine religions of Cyrodiil.

As part of the mod, I'm re-decorating every chapel to give each of them a unique feel and look. (Some of you might remember that I created a thread months ago about ideas for decorations)

For the Order of Talos, god of War, I'm adding statues of Heroes, Generals and Emperors who had a very important role to play in the Empire's battles and history. So far, I have put the following characters:

- Emperor Uriel V
- Emperor Uriel VII
- Ria Silmane
- General Warhaft (Not much is known about him, but I assume he might have been an important general during Uriel VII's conquests if he was a close friend of his.)
- Tiber Septim
- Gaiden Shinji
- Saint-Alessia

Needless to say, only heroes, generals, Emperors or important figures who served the Empire can be put in the Order of Talos. I have done many searches, but sometime it can get confusing. If any of you have important figures that played a big role in the Empire's growth and history, please let me know.

After completion of the main quest perhaps the CoC? I don't see why there cant be 2 statues, after all, without the CoC there wouldnt be much left of Cyrodil, or even Nirn.

He's more a local hero in Colovia, and he already has a statue in Skingrad, but http://www.uesp.net/wiki/Lore:Rislav_The_Righteous shouldn't be left out.

Don't forget that the Nerevarine was both an agent of the Empire AND a powerful hero.

Also, the unnamed champion who was involved in the Warp in the West.

And the champion who remade the Staff of Chaos and saved the Emperor from Jagar Tharn.

what about the reman guy who defended against the akaviri?

I think the OP's only looking for heroes of the Third Empire, the Septim Empire.

Symmachus is a really good choice. Both loyal and willing to do what is necessary.
