Im in sadith mora and cant find the councilor hall and was wondering if someone could tell me where it is.

The boat you use to fast travel is just a stones through SW from the hall. If you arrive on the docks, look NE and you should see a "globe" thing across the water. That's the Council Hall.

And if you come from the mages guild in the fort, just head straight north till you see the boat that miles described.
