Getting locked out of a quest location in a house like that is a well-known problem; I think one of the quest mods is supposed to fix that, but I'm not sure it's something that can truly ever be fixed entirely. You should probably get an Open spell of some kind (the Spell Maker will allow you to make one of the absolute minimum power if you have access to it, which is sufficient to open any door in a town) to allow you to bypass that problem later.

might be a mod thing, but running across yet another bug in Dagerfall wouldn't surprise me in the least considering how many have already been found. If you saved before taking the quest (always very, very advisable) you'll probably have to reload that and get another quest. Sorry, but when you run across a Daggerfall quest bug that's usually the only recourse available aside from accepting the penalty for quest failure.
