Wyre Bash tells me that I have quite a few missing and delinquent masters, but I don't know what I'm supposed to do about this.

You have Kvatch Rebuilt Weather Patch.esp before Kvatch Rebuilt.esp. I'm pretty sure the Weather patch should come after Kvatch Rebuilt.esp. Do you see orange boxes in your modlist in bash? That's telling you that certain mods are loading in the wrong order. If BOSS(assuming you have ran it on your modlist) has put it there; first check you have the latest masterlist, if you do then report the error on the BOSS thread.

Ok I've narrowed down the problem to All Natural - Indoor Weather Filter For Mods.esp. When disabling it, it runs fine. It turns out that this has over 20 missing masters:

Indoor Weather Filter:

This .ESP is most likely tagged with Filter in Bash, which means you are not supposed to activate it at any point in time, you must merge it into the Bashed Patch for it to work.

Remove it from your Load Order.

I can create a new game and load that, but I don't want to abandon my old character.

Living Economy.esp <<< Try using Enhanced Economy instead, Living Economy is rather outdated now. However, if you don't want to, you can disregard this.

PersuasionOverhaul_MMM.esp <<< Are you running MMM? If not, why do you need this?
