Highly doubtful that Azura would admit Nerevarine to become Divine Crusader or Sheogorath, I think.
Azura doesn't control the Nerevarine's destiny anymore. After the MQ almost all prophecy that she was responsible for was resolved and any hold on you other than being your reincarnated self's liege-lord was relinquished. After Tribunal, all prophecy was resolved. This way, we don't have to think about Azura manipulating the Nerevarine into stopping Hircine's Bloodmoon, because that is highly unlikely, as Bloodmoon didn't cause anything to change, to dusk or dawn as it were.
