Model Bug or am I losing my mind?

Hi all, last night when I was playing, I noticed something funny going on with my characters left arm, whereas it looked basically like a shoe lace... or something. I made a short video to try and show you what I am talking about? I did two complete reinstalls to try and fix it, but it hasn't gone away. See for yourself:

In fact, I think something is horribly wrong with the arms or model all together. Can anyone shed some light on this issue before my OCD drives me insane?

There are also weird rings around the hand joint as well.

Poor model rigging causes that.

As specific parts of the model are moved by specific skeleton bones, anything in between gets stretched and compressed as you move. If you aren't careful then you can get some funky results. Me thinks this is just a little poor riggin on Obsidians part for the defult body mesh, though really, how often are you running around without armor?

It's not just without armor, you can greatly see this issue with armor on, and as I player who mostly plays in third person, aside from combat, it is kinda annoying. Like I said, it looked fine up until last night. I stopped to eat some food, started the game back up, starting seeing this "bug". Is there any way to fix it?

To be a little more clearer, it's not just the shoulder, there some issues with the hands as well, even on males, all models, really.

If the problem exists on all armors then its most likely an issue with the animations and the LUpArmTwist Bone -> due to the way these are set up when animating the FO3/FONV rig the animator must take extreme care to watch what happening to all of the Twist Bones as altering their Parents Parent Node has adverse effects on the Twists and causes crushing and Off Axis rotation of the Twist Nodes -> if this is the case then only importing the offending animations into 3DSMax/Blender and fixing them for export will help.

Though you can also open the anims in NifSkope and find that Node and Rename it (LUpArmTwist to LUpArmTwistxx) so that it no longer has any effect on that node In-Game.
