NPC's dont progress while waiting

A bit of a weird title, but i dont know who to describe it in 1 sentince, but here is my problem

When you wait in the game for a few hours, all the npc's do there own thing right?
But my problem is that when, for example, im standing close to an npc thats walking towards me. Then when i use the wait option to progress a few hours, the npc should be gone right? But thats not happening in my game. When i wait for a few hours, the npc continues his path at the point when im done waiting, rather then continueing there path while i wait

As I recall, if the NPC's schedule has nowhere else for him to go, he basically stays in the exact same position you left him. Say you go into a tavern at 4PM, and your NPC is there. You wait for 4 hours. His next scheduled activity, however, is to head home at 10PM. So, with nothing changing for him, he stays where he is. Even if that means his stride takes 4 hours to complete.
