I know these are skills best left forgotten for most, but I would like to understand this: if I wanted to raise either of these skills, what is the fastest way? For example, if I stay in front of the same Mage / Banker / Noble, choose Polite and always ask for the same information (so i can do it faster), would these count towards Etiquette?

Yes! But Doing it too many times can crash the game... So after 30 seconds of spaming, exit the dialog screen and enter it again!
