Do they exist? If so I have an idea for an interesting RP.

The Psijics and Dwemer can (and could) communicate telepathically, but it seems to be well beyond the capacity of most. It's possibly linked to Conjuration magic.

From 'The Doors of Oblivion':
Conjuration, for the layman unacquainted with its workings, connects the caster's mind with that of the summoned. It is a tenuous link, meant only to lure, hold, and dismiss, but in the hands of a Master, it can be much stronger. The Psijics and Dwemer can (in the Dwemer's case, perhaps I should say, could) connect with the minds of others, and converse miles apart - a skill that is sometimes called telepathy.

Telepaths as being able to invade peoples mind and look at what they think are mentioned one of the class creation questions in Morrowind and Arena. Though the question seems to be hypothetical though.

I would imagine that certain powerful magic wielders could use Mysticism or Illusion to invade the thoughts of another and even control the weak minded. Certain spells in the actual games reflect this notion - although mind reading would have limited game uses and is not represented, the ability to control a creature or humanoid certainly plays a prominent role and is a strategy used by many players to create followers.

Dagoth Ur could also use telepathy of a sort, broadcasting messages in dreams. But then he was a god.

Jagar Tharn would communicate with you telepathically all the time in Arena. And Daggerfall players know about Nulfaga, Medora, and Orcish Witches that talk to you telepathically.

it is art of conjuration, conjuring the thoughts of others into your head and your own into others heads. in some lore book, the one that describes many realms of oblivion, it says that he and his master created a permanent link by accident: they were just too powerful conjurers working together for too long.

We must remember that the schools of magic are a mortal-invented, artificial set of boundaries. It's magic. Doesn't matter what else you call it.

I think I've discovered how.

Telekenesis, mysticism.

Manipulation the brain just right can make them say what you want, forget about it, or do something that you want and forget about it.

Yet the command, rally, frenzy, and demoralize spells fall under illusion... As said above, it's magic. Also said above, it is most likely merely a hypothetical generic RPG/Fantasy situation where a select group have the ability to read minds, and was never intended for actual gameplay use.

Yep, and I've gone on about how to mess with that in the TESV suggestions thread.

How does Mysticism work? Do you bind your mind to the mystical forces of the Aetherius or something?

Mysticism leads to the realization that you are in fact the other person. From that point, communicating with them is quite trivial. This is also the principle behind spell reflection.

That doesn't make any sense either. Can't somebody just explain it in layman's terms?

The honest answer is "no." That's the funny thing, most TES ideas have straight answers and people are just being pricks, mysticism has no straight answer and that's the point, it not having a logic or reason behind it is the way it works.

Yeah, as if. :P
I bet the Empire used such techniques if possible :D And that particular question always seemed a bit too wannabe-hypothetical* to me.

*) at loss for a better term here. :/
