Unless they have taken it out, I've seen gameplay from about last year wear it showed the icon of a weapon on the floor, indicating to swap it. Like I said, they might have taken this out considering you can grab any gun from a command post

Edit: @firefox, Scavenge only gives you supply pips, not ammo. That would be pointless since that's a soldier ability and soldiers can just give themselves ammo

sodiers uses scavenge to refill their supply meter so they hadn out more ammo and throw more grenades.

They took it out.
