What kind of stuttering do you see? Where are you at in the game that causes lag? Is it happening with several NPCs or what?

To make everything on your computer (hopefully) run a little faster, find the System Configuration tool (in Vista just type it into the search bar) and turn off services and startup programs you know you don't need (don't disable anything that you can't identify and belongs to Windows). That's just a good general tip. Also, don't alt-tab, close anything else that's running, all that stuff. If none of those things help, you just might need to tone down the settings.
Another (little) thing - Oblivion is offline, so it can't "lag." That term only applies to online things.

To lag is to fail to keep up or to fail behind. While usually used in online games as a synonym for high latency and/or packet loss, it may be used to describe a delay between your input and the computer's response time. A low framerate and/or unstable framerate produces similar symptoms to high latency and/or packet loss in online games.

According to THIS comparison, a 9400 GT is slower than a Geforce 6800 GS:

http://www.gpureview.com/show_cards.php?card1=578&card2=354

It is rather likely, therefore, to be even slower running the game than that minimum (and very elderly now) video graphics card.

The SR Labs site is simply a very bad idea to waste tine with for anything other than letting it do an inventory of your hardware for you. They cannot be trusted to know that generation numbers are basically meaningless.

The term "bad" is rather subjective; a 9400 GT is "Slow", and needs the screen resolution dialed Low to avoid jerkiness in the animations, or should be replaced with a graphics card actually designed for gaming, such as the GT240 is.

such as the GT240 is.

To be fair, the GT240 isnt really a high end gaming card, its more of a mid range card in todays standards.

The advantage of either a Geforce GT240 or its opposite number, the two year old HD 4670, is keeping the stock power supply, which isn't possible, even with the Mainline cards at the borderline of High End, such as the HD 5770. There is no current "opposite number" from nVIDIA for the HD 5670.
