Ok, I'm kinda Oblivion ignorant so I may be pretty wrong, but isn't the CoC considered the Shezarrine?

And from my understanding, the earthbones are not limited to the Aedra. Please explain the totality of your post.

The CoC was the Divine Crusader, who mantled Pelinal, who was the Shezarrine. So, indirectly, yes, but for the purposes of the Oblivion MQ, no. That honor belongs to Cameron.
