You didn't read it incorrectly, there IS a final ending. And it's really not surprising.
While you might be complaining about that, the game developers have good reasoning behind the decision. If they had done what FO3 had, they couldn't allow the player to have a REAL impact in the end. Because they couldn't apply those impacts in the actual game, even for a DLC, for the free roam. It just wouldn't work out well, whether due to the game's limitations or storyline/dialog problems that would come up, I can't remember for sure. So instead they'll make it really obvious when you're about to come to the main story's end(and, I presume, possibly die), so that if you still have other things to do in the wasteland you can do that beforehand. And once you DO reach the ending, they'll do what they did in FO2(and I think FO1?), in which they'll give a video describing how your actions effected EVERYONE. Which, actually, is pretty cool.
When it comes to free roam after or a final ending, I'm pretty content either way personally. They both have significant pros and cons, and both work. So long as the game doesn't trick me into accidentally ending my game too early in the case of a final one(which, from what I'm hearing, FNV won't), I really don't mind.
